Pat Toomey Biography
Pat Toomey born Patrick Joseph Toomey is an American businessman and politician serving as the junior United state Senator from Pennsylvania since 2011. He is a member of the republic party and he served as the U.S. Representative for Pennsylvania’s 15th congressional district from 1999-2005, Toomey attended La Salle Academy in Providence, Rhode Island before earning a B.A. in government from Harvard College.
After becoming the Republican nominee for the 2010 U.S. Senate election in Pennsylvania, Toomey was elected to set on November 2,2010.defeating his Democratic opponent former U.S.Navy Three star admiral and congressman Joe Sestak.
In the U.S. senator, Toomey served on the Committee on banking, housing, and Urban Affairs the Committee on the Budget, the Committee on Finance, and the Congressional Joint Economic Committee, among others including several subcommittees. In 2011 he also served on the Joint select committee on Deficit Reduction.

Toomey attended La Salle Academy on scholarship where he participated in the Close Up Washington civic education program. He graduated from Harvard College with an A.B. in government. In 1984 he was hired by Chemical Bank in where he dealt in multiple foreign currencies, interest rate, and currency-related derivatives. He resigned in 1984 from the firm when it was involved in the Currency swap transaction. In 1986 he got hired by Mogan Grenfell and Co., where he dealt in multiple foreign currencies, interest rates, and currency-related derivatives.
In 1991 he resigned from the firm when it was acquired by Deutsche Bank due,
he later started to his concern that the new corporate owner would impose a less flexible and entrepreneurial work environment.
In 1994 when he was 32 years old he was elected to Allentown’s newly established government study commission. During his term, he drafted a new character for the commission requiring a supermajority for any tax increase.
Elections
In 1998 Toomey ran for the Pennsylvania 15th congressional district based in the Lehigh Valley region after Democratic incumbent U.S. congressman Paul McHale decided to retire. He won the six years candidate Republican primary field worth 27% of the vote. In the general election, he faced Roy c, Afflerdach state senator and former state representative. During the campaign, Toomey criticized the agenda of the plaguing American taxpayers and said that the IRS should be abolished.
In 2000 he won the election to a second term by defeating Ed O’Brien president of the Bethlehem-based United Steelworkers Local 2598, 53%–47%. He won Lehigh County with 54% and Northampton with 51%.

Sen. Pat Toomey talks about marijuana, government shutdowns
U.S. Sen. Pat Toomey is not comfortable with legalizing marijuana for recreational purposes.
“I’m still learning more about it, but the information I got this morning makes a pretty strong case that this is more dangerous than the popular narrative usually suggests,” Toomey, a Lehigh County Republican, said during a visit Friday to the Reading Eagle. He was referring to his stop earlier at Caron Treatment Center, a behavioral health and addiction rehabilitation center in Wernersville, where he says officials spoke about the opioid crisis and briefly about legalizing marijuana.
“They are deeply skeptical about the wisdom of decriminalizing marijuana because they believe that there are harmful effects of chronic marijuana use, including psychosis,” Toomey said. “They also think the use of marijuana dramatically increases the odds of relapse for someone who has substance abuse problems with other substances.”
Lt. Gov. John Fetterman recently announced a listening tour through all counties in Pennsylvania, exploring the possibility of legalizing marijuana.
When asked if Fetterman should visit Caron Treatment Center, Toomey said, “Absolutely. It’s a world-class facility treating people with substance abuse. They know a lot.”

Eliminating government shutdowns
When a new fiscal year starts and all or parts of the budget have not been funded, those parts of the government shut down, Toomey explained.
One way to solve that problem is to start working on appropriation bills early in the year so by the time you get to the end of the fiscal year you’ve funded the government, he said.
“That is the way it is supposed to work,” Toomey said. “That system has not been functioning well.”
Toomey is a co-sponsor on legislation that would end government shutdowns by automatically funding unresolved appropriations at the previous year’s level.
“I have been supporting this for years,” Toomey said. “The resistance has historically come from the folks who are on the Appropriations Committee.
“Their concern is if you have this mechanism in place that automatically funds these activities, then maybe their legislative product will not be seen as all that necessary.”
Toomey believes the public is fed up with shutdowns and that frustration may help move the bill forward.
Taking control of tariffs
Part of the trade law allows the president to invoke national security need for tariffs, Toomey said.
“The president uses that section of law to justify the steel and aluminum tariffs that he imposed on most of the rest of the world, including Mexico and Canada,” Toomey said. “I think the president misused his authority.”
He is a co-sponsor of the reintroduced Trade Authority Act, a measure that would place the authority for tariffs on Congress.
If a president wants to impose a tariff, he needs to make the case to Congress first, and then Congress would authorize it.
Abortion survivors legislation
“The proponents of abortion-on-demand have gone to a very frightening and radical extreme,” Toomey said, naming Virginia’s Democratic Gov. Ralph Northam, who recently presented a bill to remove restrictions on abortions in the third trimester and in some cases, allow a baby to die after birth.
“This is a human being. How could we think like that?” Toomey said.
He has co-sponsored a measure with Sen. Ben Sasse, a Nebraska Republican that would ensure newborns who survive an attempted abortion receive the same medical care that other newborns receive.
